Quick Look: We aren't really sure what the ICTV channel is supposed to be about. For starters, the developer's channel description is Innovative Cultural Television (this, presumably, is what ICTV stands for), but the channel logo says Innovative Chinese Television - and the content is definitely not Chinese. Furthermore, the video library has five thumbnails for Manny and the Bell, but only one video actually carries that title. All six videos are subtitled "Films by David," but by this point I don't know whether to believe that. All we do know about ICTV is that it's collection of six independent short films.
